At bare minimum, when a staff is prepared, it generates some charges for free. So even if you expend nothing, the staff will generate charges you can spend to cast spells from your spell list without expending any of your spells per day. Even if the spell is in your repertoire, this is a flat upgrade. Things that target reflex are extra good for a Bard, specially if you are the only caster in the group. If you don't have any signature spell in mind at level 2 consider Dispel Magic. Counteract checks are hard but it's strength lies in the versatility of the spell. If you want my expanded thoughts on the class I wrote a guide a while ago. For those familiar with PF1, and D&D 3rd through 5th, choice of race was often just a case of finding something that offered the ability score increases your class wanted. So dwarf clerics and druids, elven rogues and wizards, and human everything was the norm. PF2 changes this up in the way that ancestries provide ability score increases.
