Remember that settlers only sell goods during certain hours, from 8 am to 8pm or something like that, after defense event settlers can get stuck in thankful dialogue for a day or two. If settler assigned to a shop and refuses to trade during the daytime try to assign them to farming and then back to the shop.

Yep, I get the same thing. Have multiple Slocum's Joe vendors and none of them have any stock (except standard settler inventory). I doubt they even tested it.
