The relevant rules are on page 99 of the BBB: Using two weapons is -3 to both. This applies to pistols and SMGs. A Submachinegun is a shoulder arm (that is a weapon that it be fired from the shoulder), so you could/should additionally apply a -2 (to both SMGs) for "firing shoulder arm from the hip."
