Totk 60fps
The issue was being caused by the newest version of the 60 fps patch, which is labeled "60fps_totk" in my mods folder. I had an older version from a few days ago called "60fps". Even overlooked, the switch isn't powerful enough. I had to drop it to 540p with a full OC to even get 60fps in lighter areas.
