A turtle estocer can be countered with a quickstepping dagger. It's odd, but honeslty I found the most versatile and effective weapon to counter shields is simply dagger spam. One that is infused with fire/dark/etc. will also bypass physical shield defense for some nice chip damage, or you can opt for shotels.Regular rapier, you won't be disappointed.
