The way merit works at Pitt is that a scholarship committee starts reviewing all accepted applications starting on October 1. I think they may meet on Tuesdays each week. Every week after that date, they will send out merit offers to a subset of admitted students. Pitt stopped having the formal document to request more aid in the 2018-2019 cycle, I believe. At around this time, maybe 2019-2020 cycle, they began matching Pell grants and reducing "regular" merit awards. I do not know what else you would do except have a meeting or email.
